In relinquishing the charge of the duties of the Colonial Audit Office, I have great pleasure in stating that Mr. J. DE SILVA acted as Audit Clerk during my period of service with the Department, viz: from 6th July to 15th November, 1857, and that he performed all his duties in a most satisfactory manner.
From his previous service of months in the office he had acquired a thorough knowledge of all the details of the business, and by making a ready sacrifice of his time beyond the ordinary limits of the required attendance was of the greatest assistance in freeing the Department of its former arrears,
I consider Mr. DE SILVA to be a careful and correct Accountant and his Books and Records have always been kept in a most accurate and careful manner.

In anticipation of the daily arrival of the newly appointed Auditor General, I avail myself of this occasion to beg that you will bring to the notice of the Governor the services rendered to this Department by the Audit Clerk. Mr. J. M. DA SILVA possesses a thorough acquaintance with the practical working of the audit system and of accounts in general. His arrangements of the records of the office are very complete; he has been a most useful assistant to me during my period of office, and I cannot speak too highly of his application to his duties or of his zealous desire to perform them creditably.
Respectfully trusting that His Excellency may be pleased to receive this testimonial of Mr. Silva's meritorious service with favourable consideration

The duties of the Auditor General being about to pass temporarily into other hands, I think it right before my departure to place on record the high opinion I entertain of the efficiency of Mr. DA SILVA, the Colonial Audit Clerk. He has been altogether four years in the Government service. Mr. Le MESURIER, my predecessor, always spoke of him in the highest terms, and I now have great pleasure in adding my testimony both to his zeal and ability.
